Vietnam Semiconductor Bootcamp Launches in Ho Chi Minh City: A New Hub for IC Design and Packaging & Testing Talent

On July 28, 2026, a 5,000-square-meter semiconductor bootcamp officially opened in the HCMC Hi-Tech Park. It is Vietnam's first IC training center led by private capital with government support. Phase one offers 20 practical workshops in IC design, wafer processing, and packaging & testing, targeting an annual training capacity of 3,000 trainees. Deputy Minister of Planning and Investment Nguyen Van Hung stated at the opening: "We will leverage this bootcamp to boost the nation's semiconductor talent pool, aiming to train 10,000 independently operable engineers by 2028."

Curriculum: Full Chain from Design to Mass Production

Named "ChipFire Vietnam", the bootcamp's curriculum references internal training frameworks from TSMC, Samsung, etc., adapted to local conditions. IC Design covers digital front-end, analog/mixed-signal, low-power design; students must complete a full SoC design and tape-out. Process track operates a 6-inch wafer line, learning lithography, etching, deposition parameter tuning. Packaging & Testing provides SiP and advanced packaging simulation/hands-on equipment, plus industrial ATE testers.

"Our instructors are retired experts from Intel, Texas Instruments, and local design managers with 5+ years' experience," said bootcamp CEO Pham Van Jun. "Each trainee must deliver a working project, e.g., a Bluetooth chip for IoT. Projects are sponsored by Siemens, Dell, etc. Excellent designs can go directly into mass production."

Policy Benefits & Capital Support

Vietnam has made semiconductors a national pillar industry. The Semiconductor Industry Promotion Act passed in 2025 allows foreign enterprises setting up training centers to receive up to 30% fixed asset investment subsidies. ChipFire Vietnam's total investment is ~$20M, with 60% from local fund Tundra Capital and 40% from Temasek's early-stage fund. Tundra Capital partner Le Thi Thu said: "Vietnam has over 50,000 electronics graduates annually, but fewer than 5% have practical chip design skills. The bootcamp directly bridges the academia-industry gap. We see it as the most compounding education investment in the next decade."

Meanwhile, Vietnam's largest telecom operator Viettel announced outsourcing part of its Hanoi 5G chip design team's training to this bootcamp. The first 50 engineers will arrive in August. Viettel CTO Tran Quoc Anh said: "The bootcamp can shorten the conversion cycle from fresh graduate to qualified engineer from 12 months to 4 months."

Reshaping Southeast Asia's Chip Talent Landscape

For long, Southeast Asia's semiconductor talent has been concentrated in Singapore and Malaysia. Though Samsung, LG have factories in Vietnam, they mainly do labor-intensive packaging & testing. ChipFire Vietnam aims to move up to design. "We don't do simple assembly line training; we focus on IP design, EDA tool usage, simulation verification and other high-value-add areas," said curriculum R&D director Vo Van Thanh. Among the first 200 trainees, 40% have master's degrees or above, from top Vietnamese universities like Hanoi University of Science and Technology and Ho Chi Minh City University of Technology.

Industry observers believe that amid global chip supply chain restructuring, Vietnam is seizing a geopolitical window. After the US CHIPS Act restricted technology exports to China, many design firms seek backup R&D bases in Southeast Asia. The talent gap is the biggest bottleneck. The bootcamp's emergence could alleviate this, catalyzing Vietnam's and ASEAN's semiconductor ecosystem.

Investment Perspective: Training Sector Nears Inflection Point

For readers eyeing Vietnam's semiconductor investment opportunities, education and training is becoming a new blue ocean. According to consulting firm Kearney, by 2028 Vietnam's semiconductor talent gap will reach 30,000, while existing training can meet only 10% of demand. If ChipFire Vietnam's model succeeds, it could attract more capital into the practical training market. Additionally, the bootcamp plans to open an online simulation platform, recruiting from neighboring countries like Malaysia and Indonesia, forming a regional engineer certification system.

"Investing in semiconductor training is essentially investing in the underlying infrastructure of the supply chain," said Nguyen Hoang Minh, a fund manager tracking Southeast Asian tech investments. "When a bootcamp's trainees are poached by TSMC, MediaTek, etc., its brand effect and ecosystem value are immeasurable." He advises investors to focus on organizations with corporate-customized training capabilities and tape-out resources.

Future Outlook: From Training to Incubation

ChipFire Vietnam's operator revealed that Phase II plans include a seed fund to provide full-chain support from tape-out to market promotion for trainees' excellent designs. This "training + incubation" model could spawn a batch of local chip design startups in Vietnam. By 2027, the bootcamp plans to launch chip design outsourcing services for SMEs, becoming a bridge connecting international clients with local design talent.

Against the backdrop of the global semiconductor industry shifting east, Vietnam is proving by action: the talent dividend is the ultimate competitiveness. This summer of 2026, the chip training base in Ho Chi Minh City may be the first cornerstone of Vietnam's semiconductor rise.
